Well I just heard Senator Rich Wardner of the ND Senate on KFGO. They are proposing changes to the already voted on initiated measure 5. He wants NO GROWING and NO SMOKING of medical marijuana at all. Only growers would be licensed by the state. People who live a long ways away from a dispensary would have it delivered by a care giver. I think it tittie sprinkling embarrassing they can take a measure OVERWHELMING (67%) voted on by the tax payers of ND and make such drastic changes. I do think this still needs to be voted on though and get a 2/3 majority. We really need to vote out these 70 yr old white haired assholes stuck in the 60's that are doing their best to stop the great state of ND from advancing with the rest of the Nation.
Here is his email, let him know what you think. rwardner@nd.gov

Crap, if not wanting to have Uncle Sam, State, bureaucrat, or self-righteous legislator coming between me and my doctor's agreed upon treatment for whatever ails me is all that's needed to be a liberal, I guess I'm a liberal too.

This will be quite the shock to my democrat friends.

Dont let Wardner know, his mind is made up. Contact your local legislators and the governor and let THEM know, 2/3 vote might be hard to pull off on this one, especially if people make their opinion know. Legislators should RESPECT the will of the voters of this state...

Besides severely restricting what forms of MM could be available to patients, it imposes a $300 fee for everyone wanting MM and a $100,000 fee to start a dispensary, which no one in their right mind would even consider doing. Because of that and the fact it removes peoples ability go grow their own meds completely, it will basically shut down this option for patients in this state.

My aunt currently uses MM to help her deal with cancer in California and my mom has cancer which is in remission, but it could have benefited her greatly during her chemo days...

Contact your legislators if you care about this issue and pray it doesnt pass.

it needs to be realized that the legislature is responsible for the implementation and finding the dollars to cover the costs associated with these measures, the people can;t do that.

In the halls yesterday at the capital I heard MANY conversations about cutting funds and budget restraints

I also listened to a conversation directly relating to the costs of implementing this measure. I will say there were things I would not have thought of ht have to be paid for by the state.

While I want my legislators to listen to the voice of the people of this state, I also want them to be fiscally responsible. I guess I will give them the chance to do that before jumping on them.

I know Sen. Wardner great guy. I wish more legislators were as fiscally responsible as him.

One thing I don't get with the "oil" form. I thought you can get oil that is much stronger than smoking the plant. How does that makes any sense? Or do they mean oil capsule that is ingested and not smoking the oil?

So what is the use of having a state wide vote when the house wants to change it to apease a few that won't have any interactions with the measure 5 other than dumbing it down. Of course nothing is said about farmers growing hemp at all
Also it bunch bs when your talking about state funding this measure its only going to be hurting the few like 12 types of patients who could really use this plant. Not allowing someone to grow their own plant at home if they are farther than 40 miles from a dispenserary has nothing to do with state funds. Nothing to do with state funds.

After skimming quickly thru the bill from lycans link (thanks for that) , my guess here is a few legislators presented concerns about how things are going to be paid for implementing this bill and gave it to Legislative council to "fix". They do not always "fix" things.

Costs can be offset by imposing a tax on sales. All 'estimates' I have read are greatly exaggerated, for example the DoH wants 35 FTE's to administer this program, that is CRAZY. I can see needing maybe 5, especially starting out, more can be added as it expands. Really all they would need to do is verify a person has a need for MM and issue cards to patients and removal of cards from patients found breaking the rules. Local law enforcement would be involved in any criminal issues, and they are already staffed. I think these 'implementation costs' have been inflated to give legislators more reason to REWRITE this measure than anything else... As stated earlier 'good ol boys club' they have, but things are changing, and writing directly to your representatives can help this happen. Ive already spoken directly to one of the more influential 'new club' legislators about this and he stated he will not support anything that 'substantially changes' the bill passed by the people, which this obviously does!
