It was many months in the making but an announcement was made this past week that Lake Alice National Wildlife Refuge near Devils Lake will be open to ice fishing this winter.
If I understand it correctly, guiding is not allowed on a federal refuge because it falls under "commercial fishing". To guide, I believe they need a "special use permit" to be issued by the feds. Don't quote me on this, we have a Lake Region Anglers Association meeting on Tuesday evening and we should have clarification then. I'll try to keep everyone posted here.
