4-wheeler won't turn over?

I finally made room in the garage to put my 4-wheeler. Its been outside for the last month. Now it won't start. I can't get it to turn over. Its locked up, I can't even pull the pull start. I'm wondering if I dare hook on too it with a tow rope and pull it down the street and slap it into gear? I might be able to find a heated shop but idk?

Pull the plug and get some oil ( just a squirt ) in there. Let soak for a bit then try cranking/pulling with the plug still out.

Sounds like your rings rusted to the cylinder wall.

Sounds like water to me , I'd warm it up and if it turns over I wouldn't start it till you pull the drain plug on the crankcase.

Pull the plug and SLOWLY pull the starter cord. If there's liquid that comes out you'll know if it's water or if the cyl is full of fuel.
