I have a ND issued CC permit. If I get pulled over (it's happened), I immediately let the LEO know I have a weapon on me, or in my vehicle. Last thing I ever wanted was for a not-ND friendly LEO bust me for a CC because a jacket got draped over a shotgun. The previous definition of being in plain sight was a little open to interpretation.

I have no intention of letting my CC permit expire.

Not pistols they are exempt.

Now if you have a couple in the magazine and not chamber while road hunting is that considered loaded I don’t know up there. It’s not a problem down here as I have talked to many a warden while scouting and shooting a few pheasants when the opportunity arises

The only time you can have a loaded firearms in a vehicle is when Fox and Coyote hunting. You can have one in the chamber and shoot out the window as long as the vehicle isn't moving. Or on a State or Federal highway.

Are you saying you can't have magazine's loaded for anything but Fox and Coyote, or are you just stating you can have one chambered while hunting them? I've never heard you can have one chambered while hunting them and you're able to shoot out the window. It makes sense, I've just never heard this before.

You can have the magazine full or tube full. The only time you can't have a shell in the chamber is during the Deer firearms season. And you can't shoot out the window during Deer firearms season.

You need to have a good story if pulled over during Duck and Pheasant season. You can get away with a rifle and shell in the chamber. But a shotgun your going to be in trouble.

According to Grok
In North Dakota, it is generally illegal to have a loaded firearm, including one with a shell in the chamber, in or on a motor vehicle while hunting. According to the North Dakota Century Code (NDCC) 20.1-01-08, no person may carry a loaded firearm with a cartridge in the chamber in or on any motor vehicle in the state. This applies to hunting activities, including coyote hunting, to ensure safety and prevent unlawful use of firearms from vehicles.

However, there are specific regulations regarding coyote hunting that allow shooting from a vehicle under certain conditions. Per discussions on hunting forums like nodakoutdoors.com, it is legal to shoot coyotes from a vehicle such as a truck, tractor, or combine, provided you are not driving off established roads or trails during the deer gun season (NDCC 20.1-01-11). This restriction is in place to prevent interference with other hunting activities.

To summarize:

• You cannot have a shell in the chamber while driving around in a vehicle, as firearms must be unloaded in or on a motor vehicle.

• You can shoot coyotes from a vehicle outside of the deer gun season, but the firearm must be unloaded (no shell in the chamber) while the vehicle is in motion.

From what I see here, I don't think you are correct. Unless I'm missing something else. May carry loaded firearm but must notify an officer if stopped.
Concealed Carry in a Motor Vehicle

Under the state’s Constitutional Carry law, may a person carry a loaded gun in a vehicle? See Attorney General Opinion 2017-L-07. For more information or assistance on this issue, please contact an attorney in private practice.
This was changed this year, which I was glad to see.

"On April 23, 2025, the North Dakota Governor Kelly Armstrong signed House Bill 1588 into law, making important updates to the state’s firearm carry regulations.

While not a sweeping overhaul, the new law fine-tunes specific areas of carry law that impact how armed citizens interact with law enforcement and where they can lawfully carry. Overall this legislation gets 2 thumbs up from this guy.

Here’s what HB 1588 actually changes:

Key Changes Under HB 1588

1. Clarified Duty to Inform During Police Encounters
Under previous law, anyone carrying under North Dakota’s constitutional carry provision was required to immediately inform a law enforcement officer that they were armed during an encounter.

House Bill 1588 changes that rule:

  • Now, a person must only inform an officer they are armed if the officer asks and that applies to those with OR without a permit.
Impact:

  • Reduces the risk of legal penalties for forgetting to volunteer information.
  • Lowers the stress level during routine police interactions for lawful carriers.
  • Aligns North Dakota’s practices more closely with other constitutional carry states.
2. Authorized Carry at Public Buildings
HB 1588 authorizes the lawful carrying of firearms in:

  • Public (Government owned) Buildings. Previously these buildings were mostly off limits but now it is up to any given local jurisdiction to regulate their buildings however they want.
Impact:

  • Local jurisdictions (Cities and Counties) will determine the firearm policy for public buildings.
3. Put Firearm Policy In the Authority of The State Board of Higher Education

The bill authorizes the State Board of Higher Education the ability to allow guns on school property or in specific parts, buildings, events, etc. Basically they can have whatever policy they want. By default schools remain off limits UNLESS the State Board of Higher Education writes a policy with an exemption.

Quick Summary

  • Signed Into Law: April 23, 2025
  • Effective Date: August 1, 2025
  • Major Changes:
    • Duty to inform now triggered only upon officer request.
    • Local jurisdictions manage firearm policies in their public buildings.
    • State Board of Education can create policies that allow firearms in schools.
