Here's their disclaimer,

DISCLAIMER: USA Carry Online is an educational resource for firearm safety and basic competency training. USA Carry Online is not a government entity, nor is it affiliated with a government entity, including the State of Virginia. USA Carry Online does not guarantee or infer that the consumer is qualified to receive a permit or license to carry a firearm. USA Carry Online issues a certificate of completion for a fee. This certificate is not a permit or license to carry a firearm, nor is it a guarantee that you will qualify for a permit or license to carry a firearm. The certificate only indicates that you have received the requisite educational training needed as part of the application for a carry permit in Virginia. It is the responsibility of the consumer to verify their qualification with the Virginia State Police and then submit any applicable fees and satisfy any requirements needed for the application. It is the sole responsibility of the consumer to check with their state, city or other location for the laws as they relate to firearm ownership and concealed carry, especially if they are using a non-resident permit from another state.

not saying it's a scam, but you spend $65 for a certificate. If you want a ND permit the certificate is worth nothing, you will still need to pass the state requirements and pay the fees here. I assume it's the same for any other state, though I'm not sure about any state except ND.
