I haven't heard if the dog was chipped or not. From what I understand the dog was running wild until just recently. At least it is now being taken care of.

I know a dog can slip a collar but many that I see have no collar. For $20 a collar with a brass name plate/contact info can be purchased and it is cheap insurance.

Poor guy looks like he's been missing a few meals for sure. Hope he finds a good home.

Nah, it just looks like a young GSP. I am guessing no more than 13 months old. Vets would say he looks GREAT compared to many of the dogs that visit their office.

Yep, my 76 lb, 6 yr old unfixed male also looks like he could use a sandwich at times.

But the vet loves the way he looks.

Oh, and he's self regulating on his food. He can eat more anytime he wants to, just doesn't.
