If all of these people are coming here and getting jobs and contributing to North Dakota's economy, How in the hell does it cost us $52 million dollars annually??????

Lutheran Social Services did tell him that refugees cost North Dakota $52 million annually.
During fiscal 2017, there were 2,983 refugees in the state enrolled in traditional Medicaid, costing $14.4 million, according to a study by the state Legislature’s Human Services Committee. In addition, 4,295 refugees enrolled in a supplemental nutrition assistance program, costing $5.6 million.
My guess is, because the jobs they are working\hired for, they are paid minimum wag and work less then 32 hours a week so the business owner doesn't have to provide them\help them with insurance. They qualify for every assistance program that the federal and state governments have to offer. I am not totally against these people coming here, as long as they work hard and try to improve themselves by moving up the ladder where they are working or by trying to learn a better profession so they are able to maybe get a better job\wag to get off the government tit. Give them a certain amount of time to achieve this and or if they get into trouble, they immediately get shipped back to where they came from no ifs ands or buts.
