CWD Transportation Restrictions

I'm waiting on a response from the G&F so I thought I'd ask here. Does anybody know what needs to be done to a skull to be considered cleaned?

For intact skulls the hide, eyes, lower jaw and associated soft tissue removed, and no visible brain or spinal cord tissue present
