Near the outside edge, drill a couple holes together so you could shove a 24V trolling motor down the hole and set it to WFO.

I can't fathom knowing you were going to be making that big wheel and NOT figuring out how to have a chainsaw in-hand.

I don't know if a saw would work. You guys with new light electric augers could make a big wheel in no time.

I would think making the cuts in a perfect circle would be the challenge first, then how much force to get it moving.

They had to get it going with a snow machine. But man they cut a big wheel. I think a guy fishing the perimeter every 20 ft would be a good way to see which baits work best.

Is there even ice on the dead sea? how thick of ice would a person want to be safe, obviously more is better... how small of a circle before it could flip when you step on?

The size of the ice circle would be dependent on the thickness of the ice. Ice is roughly 90% of the density of water: .90 x 62.4#/cf = 56#/cf. Four cf of ice would float a 200#+ person. Ice 14" thick would make 1 sf of surface ice 1 cf of ice. That's as far as I'm going to go.
