$30 for the tag and a $31,470 tax deduction for the donation to the school. Seems like a pretty smart move if he was planning to donate the money anyways.

The Allocation Tags are set in stone in the ND Century Code(with an explanation of the 10% conservation fee) and reads as follows:

20.1-05.1-02. Discretionary special allocation hunting license authorization.
1. Subject to the restrictions under this section and in addition to the special allocation licenses authorized under section 20.1-05.1-01, if determined appropriate by the director based on the sustainability of the species population, the director may issue to eligible organizations the following annual special allocation hunting licenses:
a. Not more than two elk licenses, but the total issued under this subdivision may not exceed two percent of the general lottery allocation of elk licenses for the season.
b. Not more than two moose licenses, but the total issued under this subdivision may not exceed two percent of the general lottery allocation of moose licenses for the season.
c. Not more than two antelope licenses, but the total issued under this subdivision may not exceed two percent of the general lottery allocation of antelope licenses for the previous season.
d. Not more than ten white-tailed deer licenses.
2. An eligible organization may apply annually to be considered for issuance of up to two special allocation hunting licenses under this section. Applications under this subsection must be filed at the times, in the manner, and containing the information required by rules adopted by the director. If more applications are filed than the number of licenses under this section available for that species for a season, the director shall determine by lottery which organizations will receive the available licenses.

3. An eligible organization that obtains a license under this section and conducts a raffle or auction to determine the recipient of the license must conduct the raffle or auction in compliance with rules adopted by the director. An eligible organization that obtains a license under this section shall submit reports concerning a raffle or auction as the director requires. An individual may apply to receive an elk or moose license through a raffle or auction under this section as well as through the game and fish department general lottery. If an individual receives an elk or moose license under this section, the individual is not eligible to receive an elk or moose license through the game and fish department general lottery that year and may not obtain an elk or moose license under section 20.1-05.1-01 that year. If an individual receives an elk or moose license under section 20.1-05.1-01, the individual is not eligible to receive an elk or moose license under this section that year.

4. An individual who has been convicted of illegally taking a moose, elk, or bighorn sheep is not eligible to apply for or receive a license under this section.

5. For purposes of this section, "eligible organization" means an organization that:
a. Is exempt from federal income taxation under section 501(c)(3) of the Internal Revenue Code [26 U.S.C. 501(c)(3)] and provides with its application a copy of the letter from the internal revenue service to that effect. Page No. 3
b. Is on file as a nonprofit corporation in good standing in the office of the secretary of state.
c. Agrees in its application to contribute at least ten percent of the net proceeds of any raffle of a license under this section to a conservation-related project to be conducted in this state and approved by the director.
d. Is not the recipient of a special allocation hunting license under section 20.1-05.1-01.

Statewide tag and you can begin hunting most of the state with a rifle 9/3 with the balance of the state opening 10/1 running through the 12/31. I'm not sure that happens anywhere else in the US.

Happens in a number of other states in some form. Usually called "Govenors Tags" and all fetch $$ that are hard to comprehend.

Although I think it makes better sense on these once in a lifetime tag auctions for the G&F to keep the $$ in house and dedicate it to land access or habitat initiatives, but that's a slippery slope as well.

Just don't see the correlation between a private school being able to auction off a public resource tag like this

Im a huge proponent of governor tags, but the way ND does it is garbage. Mostly, as outlined above, who can apply for them and how the money is spent. I would suggest asking your representatives to revisit the Code above and submit concerns and changes.

In AK, for example, the only orgs that can apply for permits are “any nonprofit organization dedicated to fish and game law enforcement, management of hunted game species, or use of game populations for hunting.” After auction/raffle, administration costs plus a maximum of 30% of the proceeds may be kept by the organization while the remainder (~70%) is used to fund state wildlife management programs. The 30% retained can only be spent on “outdoor tradition education projects and conservation and wildlife protection programs approved by the Department.” I am 100% behind Alaska’s program.

I watched a central AK range caribou tag go for $61K last month. Typically the Tok and Chugach Dall tags can bring well over 6 figs.

edit: to anyone complaining about a private school being able to receive a conservation tag, I assume you contacted your representative and voiced your concerns on how the current code is flawed before wasting energy complaining. dems da rules

as long as they are eligible under section 5 above, any organization (including a private school) can apply to get a tag. they are just drawn via lottery after that. not like shiloh got special treatment in that regard. although, i don't think they are hurting for money by any means.

Sd big horn sheep went for 312000 in 2020 and that goes to keeping sheep here. I am perfectly fine with a tag being sold for that purpose.

Non-Profits apply for the "fundraising tags". 10 deer tags and 1-2 elk tags. I believe they're "drawn" for the fundraising tags just like hunters are in the lottery.

G&F also throws in a couple antelope and a moose tag or two. Good for the organizations that get the tag. :;:thumbsup

Great let a school auction off a once in a lifetime tag. Wonder how many will want to do that next year. Where does it end? fuggin BS IMO

Lots of states do it. Brings in a ton of money for non profits and game and fish departments. It’s only a few tags so why not?

Gotta say, I was way more pissed every time I put on a mask than I could ever be about Kurtr paying $31000 for his elk tag. Masks, and the fact that the Fargo Happy Joe's hasn't opened the dining room yet.

If I wasn't clear I completely understand how the code is written and how Shiloh got the taq. I'm not inferring there was any shady or preferential treatment going on.

My feelings and comment was more in line with what Schmaltz expanded on above. I feel like there is an opportunity here that is being missed. Other states have it figured out as Schmaltz detailed AK above. If you take the time to look, all (or at least the majority) of other western states have these programs and tags, BUT...The money raised stays in wildlife or conservation

These Governor tags are always hot topics because its not black and white from an ethics stand point, and that's the slippery slope I mentioned above. There is the question, Do we really want to start auctioning off our public resources to the highest bidder? If you ONLY look at that part of the question, I would think most would say..no that's terrible, myself included. But the second question is where is the money going? and in a well thought out program that money would be invested right back to the conservation of that species. A program like that is what I support. That $30k to $60K+ spent on a single tag is invested back to make sure that 2 to 5 to 10 years from now there are more tags available for the general public to apply for at a reasonable cost.
