Some of these are interesting, so I ordered them. Anyone try these or know of better ones for controlling recoil/sound without being considered a 'suppressor' technically/legally?

I shot an area 419 hellfire match about a month ago, recoil reduction is awesome, but it is LOUD. Keep us posted when you shoot these, I'm still looking for the right one.

Not where I'd like to be
There's no free lunch. There may be ways to direct sound a bit with a muzzle device, but the only thing that will reduce it is a suppressor. The muzzle brakes that are the best at reducing recoil are either really loud for bystanders, expensive, or both.
I only run suppressors because I'm not an unwashed heathen, but I've heard good things about the APA and Area 419 brakes.

The ones with the holes out the front im HOPING are hollow inside and the front will act as a baffle of sorts, if they are just direct holes cut into the metal Id guess they will be less effective...

The linear comps are hollow. They do not make it quiet, they just direct muzzle flash and noise forward. Easier on the ears than other comps/brake for the shooter but still quite loud. They do not have baffles its just one ported plate at the end. The blast shields will be similar.

I'm most comfortable with a reservoir tipped magnum.
