That's like someone telling you keep this crap up and I am going to call my congressman and resist every farm program. It works both ways. Gratis is ok with me, but what isn't ok is elk depredation with landowners who have a half dozen big bull elk mounted. At least don't go around bragging about it. One guy I had coffee with a half dozen times over two weeks. He was very kind and helpful. His neighbor liked to rub it in how many elk he had. My ears are not that bad yet, and I could hear his neighbor on the phone complaining "why are you letting that guy hunt, I have to make a living over here". His neighbor was an outfitter. I guess if you live next to an outfitter you can't let anyone on your land. Don't cow elk eat ranchers grass too? Edit: By the way Farmer I am all for landowners and hunters not crapping on each other. As of late a lot of crap has been thrown at hunters. Hunters are not out there in the spring tearing up roads, but they get blamed for it. Please don't take this post as jumping on you, I present it as food for thought. espringers, I think the only recent change is landowners have to put in for their gratis tag at the same time we apply. In the past they could go for a general tag, and if they didn't get it then apply for their gratis. That left the game and fish often having to issue more tags than intended in many units. I think it was a herd management decision when the population went in the crapper. That's starting to happen at Devils Lake with gates locked for access. One big area and only an outfitter and his clients fish it.
