Not this winter but i have fished Kota Ray. Lots of tiny perch in there, moe around and you'll find them. In the summer I've caught a few decent sized gills but mostly small. White Earth I haven't tried at all. The big lake is right there so you have plenty of options.

Back in 2006 was working around there staying in ray i caught lots of nice bluegill in kota ray. The smallest beetle spin was the ticket. At that time i though there were some nice rainbow trout in there to.

I haven’t fish either of them for a couple of years. I’ve always had good luck
with winter walleyes in the White Earth Dam. I never caught any big fish but
many limits of 13-15” fish over the years. As for Kota Ray, that place is my
nemesis in the winter. The perch and blue gill practically jump in my hand during
the summer but turns into the Dead Sea in the winter for me. Good luck
