I'm not sure Ted is a benefit to the cause. Even when it comes to things like gun control we here would all agree with him. However do you think people on the fence will be convinced by his often out of control mouth?
Agree...when trying to convince you need to explain it more gently to the people on the fence. When people are pushed they tend to go the other way.

Ted was on the Board of the National Rifle Association for 26 years.

His approach reminds me of Donald Trump.

Yes and Biden has been in politics for about 50 years. Sometimes I wonder about the NRA when things calm down do they stir it up to raise money?
I like Ted sometimes but his approach is more like Roseanne Barr. Only convincing if you already agree with them. On utube they both have garbage mouths. Makes me miss Johnny Carson.

The days of Johnny Carson are gone, to me it was a time to pretend all is well and good and it wasn't, we need all need to buck up and face what's in front of us.. a world that would mock our beliefs and our convictions. Do you really think appeasing talk wins anyone over in an argument?,, nope me neither nor does aggressive talk either. where does that leave us? honest question. A country without morel direction lacks direction. Our founders warned us about such, even Jefferson, and too me they were wise beyond there years in they're declaration of independence..

I believe we've lost our way.. we've been polluted by today's thought. I may imply it may be on propose... just a thought.

Even bad publicity is better than no publicity. CWD has to be kept in front of the public. The prion theory needs money. Crises Crises Crises. And then the purse strings open.

Doesn't matter what the flavor of the month is, covid, Obama Care, Ukraine, this federal government deficit spends.

It's everywhere. The North Dakota Game and Fish is requesting added personnel from the State treasury to handle the grant writing of federal money. NDGF budget:

https://ndlegis.gov/assembly/68-2023/testimony/HAPPGOV-2017-20230308-22789-F-KARY_KIM.pdf

Interesting pie chart on page 7 that I cannot get to load on here. $110.8 million

Page 17

23-25 AGENCY REQUESTS NOT INCLUDED IN SENATE VERSION
1. Administrative Services - New FTE Account Budget Specialist III: $238,513 (100% special) We are requesting one (1) New FTE for an Account Budget Specialist III and related operating expenses.

This biennium, the department has received over $6M in additional federal funds from USFWS Pittman-Robertson, new federal funds for Chronic Wasting Disease work from USDA-APHIS, and the potential of additional funds from USFWS for CWD, and the Water Resources Development Act funds from the Corps of Engineers for Aquatic Nuisance Species work.

There is also the addition of millions of federal funds that the department has the potential to be awarded: National Fish and Wildlife Foundation ($2.5M) and Recovering America’s Wildlife Act ($22,775,000).

Currently we have 1 FTE in Administrative Services that is the Federal Aid Manager who handles these duties for all federal funds for the department (approx. $37M per biennium). The amount of federal funds the department received in 2013-15 was $25M and 2015-17 was $30.2M, an increase in federal revenue of $5M. In 2015-17, we requested and received an FTE to assist with the growing workload.

Since 2015-17, when we received the additional FTE, federal revenue has again increased approx. $7M (15-17 $30.2M to 21-23 est. $37M). Any addition of federal funds above current levels is not sustainable by existing staff.

The amount of federal regulations, grant application processing requirements, and reporting requirements in the new federal systems have increased and it now takes a lot more time to administer the grants. The workload involved with these federal funds pertaining to understanding and maintaining compliance with federal regulations, keeping up with and implementing changes, processing applications and amendments, monitoring budgets and grant balances, requesting reimbursements, preparing subgrant agreements and monitoring subgrantees, and preparing, reviewing, and submitting financial and performance reports in multiple different federal systems will require another position to manage and perform these duties.

OK.......the new federal funds received for CWD was $96,400 dollars for the study of Human Dimensions. The potential of additional funds from USFWS is referring to the CWD Research and Management Act (passed December 23, 2022) or $37,500 million per year divided by the States in need. Grant writers will have to define that need. No money has been allocated from the U.S. treasury yet.

Obviously, the Recovering Americas Wildlife Act is potentially the big payday at $22,775,000 dollars. Add that to the pie chart on page 7.

NDGF is flush with cash.

It keeps unless college degrees working, (on my monies) not much different than the destitute monies to the unwilling to work... to me it's all the same. That may be a a jaded outlook but as a tax payer of such what would one expect?

Follow the money. At this spring's advisory board meeting we didn't talk about CWD. Scott Peterson deputy director wanted to talk about States Wildlife Program. What goes into writing and exercising plans to save threatened species before they become endangered. Including non-game species like a fury patched bumble bee.

I mentioned this is a federal program and asked how much does ND get? Jeb Williams responded $400,000. I didn't have that pie chart in front of me but knew that figure was low. It says $1 million page 7. https://ndlegis.gov/assembly/68-2023/testimony/HAPPGOV-2017-20230308-22789-F-KARY_KIM.pdf

I also asked if studying non-game species isn't the job of the US Geological Survey? Just wondering about government duplicity.

The States Wildlife Grants Program is a spinoff of CARA, the Conservation and Reinvestment Act of 1999 and 2000 for $40 billion. That failed but Congress to be fair gave them $75 million per year to be divided up between the 50 States GnF departments.

The Recovering Americas Wildlife Act is a supplement to the States Wildlife Grants Program.

Here, I'll let the proponents tell the story:

https://wildlife.org/policy/recovering-americas-wildlife-act/

Recovering America’s Wildlife Act:
A 21st Century Model of Wildlife Conservation Funding

State and tribal wildlife agency professionals and their partners work tirelessly on the conservation and management of wildlife populations for the benefit of the American public. A bill that will match this ethic with adequate financial support is in line for movement this Congress.

The Recovering America’s Wildlife Act will bring much-needed resources to wildlife professionals tasked with conserving the diversity of America’s native species. These resources will fund multi-stakeholder efforts to conserve and monitor these at-risk species, known in states as Species of Greatest Conservation Need (SGCN), in order to work toward reversing population declines.

What’s at stake

Since 2000, state and tribal wildlife agencies have pulled from a much smaller funding stream known as the State and Tribal Wildlife Grants program. This program is vulnerable to the whims of congressional appropriators, and is typically only funded at about $70 million annually. Such limited funding only provides state agencies the ability to address a few of the SGCN projects deemed necessary within their conservation action blueprints, known as State Wildlife Action Plans. This problem is amplified in tribal agencies, where no federal funds exists that agencies can utilize annually for long-term conservation planning.

The Recovering America’s Wildlife Act aims to drastically change this dynamic. This legislation would:

  • Provide $1.3 billion in dedicated funding annually for the implementation of state fish and wildlife agencies’ wildlife action plans.
  • Provide $97.5 million in dedicated funding annually for tribal agencies to work on at-risk species recovery.
  • Allot 10% of dedicated annual funds towards the implementation of a competitive grants program aimed at fostering regional cooperation among states.
  • Leverage funds from state agencies, universities, and non-governmental organizations to boost the power of federal conservation spending.
  • Provide greater regulatory certainty for industry and private partners by conserving species and avoiding the need to list them under the Endangered Species Act.
  • Empower wildlife professionals to hold the nation’s wildlife in the public trust for generations to come by providing state and tribal agencies with the flexibility to conserve populations in an effective and cost-efficient manner.

CDC: Deer meat didn't cause hunters' deaths; concerns about chronic wasting disease remain

Concerns about chronic wasting disease have heightened after a case report surfaced of two hunters who developed neurological disorders and died after eating venison from a population of deer that may have been infected with "zombie deer disease."

The report of the two hunters who died in 2022, presented in early April at the annual meeting of the American Academy of Neurology, did not prove the transmission of chronic wasting disease (CWD) from deer to humans, the University of Texas Health Science Center at San Antonio researchers wrote.

However, the researchers wrote, the case "emphasizes the need for further investigation into the potential risks of consuming CWD-infected deer and its implications for public health."

There have been no cases of CWD in people reported to date, according to the Centers for Disease Control and Prevention. But past studies raised concerns that CWD could "pose a risk to people," the CDC has said, suggesting "it is important to prevent human exposures to CWD."

Here's what to know about the hunters' deaths and the CDC's response to the report.

CDC: Deer meat did not lead to hunters' illnesses, death

About the 2022 report, the agency agreed with the researchers "that there is a need for careful investigation of chronic wasting disease (CWD) as a potential risk to people's’ health," CDC epidemiologist Ryan Maddox said in a statement to USA TODAY.

But the CDC reviewed the 2022 cases and considered the two men's deaths as "part of the normal number of cases of CJD (Creutzfeldt-Jakob disease) we see in the U.S.," he said.

The men died after developing Creutzfeldt-Jakob disease (CJD), which like CWD is a prion disease, a class of fatal neurological disorders, which can affect humans and animals, and usually progress rapidly and are always fatal. In prion diseases, certain proteins in the brain begin to fold abnormally, causing brain damage and other symptoms, the CDC says.

"A history of hunting and/or eating venison does not mean that someone got CJD that way," Maddox said. "Many Americans hunt and even more eat venison. Some will develop sporadic CJD by chance and others will not."
