I have no problem with this bill but restrict it to protect the interests of the ranchers. If someone has livestock and coyotes are causing problems. By all means get rid of them anyway you want... Hopefully they would call me first and I could come take care of them. 
It is amazing what a few years of heavy trapping in a specific area will do to the population.
But to open this up to everyone is not ideal in my opinion. A lot of people do it now, imagine when it is actually legal?? This bill should be aimed at protecting livestock, not letting anyone go out on a Sunday and chase animals for leisure... That is what it would turn into for some.
