    The unhappy man made reference multiple times to 1 positive test out of 10,000 total tested. Along with the questions he's asking, He should be asking: "How accurate are the tests?" Meaning, are the tests accurate to 1:10,000 or are they well within the margin of error?

    That's how you get stupid "mandatory" rules like "All permanent ice houses must be off by 2/28". Stupidity like that will cause something like: "All docks/lifts and associated watercraft must be removed by 10/1". And/or, "No watercraft of any kind are allowed to be launched after 11/1."
