As far as the officer resigning , Not sure what emotions would go through one's mind but at least he got a million $$ of illegal drugs off the streets and probably scared the dealers straight. That alone would be a win win. Loophole # 1 when informants let loose about known drug runs why not just bust them regardless of legalities and confiscate the drugs just to get them off the street.
