Cattle can only graze on BLM from April 1 to November 30. Ranchers have to supply feed on deeded ground at least four months. If you do not go by their rules, BLM will take away your grazing privileges. The rancher pays taxes on their livestock. If they (APR) can get it changed to Bison (Buffalo) then they will claim them as wildlife and refuse to pay taxes on them. If they (APR) get the 400,000 acres in Phillips County then the County will lose taxes on 10,000 plus cattle. They (APR) claim they are helping the economy in Phillips County. They do not buy machinery to do haying and feeding in the wintertime. I only know of one four-wheel drive tractor for all of APR holding in Phillips County. The fencing materials all come in on Semis. Four Semi loads of post and wire stopped in the ranch yard looking for APR holdings near our ranch. They were not bought locally. For each mile of fence it takes 330 posts and 16 rolls of wire at $5.00 per post and $40.00 for a roll of wire; $2,490.00 per mile including the four or five braces per mile. Fifty miles of fence is $124,500.00 that was not spent in the County. The ranching practices have been to cross fence and rotate cattle so not to stress the grass. This leaves more forage to help birds with nesting cover. Also, deer and antelope thrive on the greener forage. By eliminating the inside fences, the low ground and creeks will get overgrazed by the buffalo especially in the dry years. Please join me and attend the BLM scoping session in Malta at the Old Gym on Wednesday, April 11, 2018 at 1:30 to 5:00 p.m.Noel Emond,Malta
