Maybe it is to assure those "tree-huggers" who draw a tag still have to pay the fees?</p><p></p><p>I know that this happens because I have had that conversation with people who apply who I know don't hunt and told me that they won't hunt.  I also happened in the Wyoming grizzly draw, two known animal right people drew tags and there was a big push right before the deadline encouraging non-hunters to apply to "save the grizzlies".</p><p></p><p>Just food for thought?</p></blockquote><p></p>
