Othercommunities may be considered for participation, depending in part upon theavailable resources of all participating communities. Each community does notneed to place teams in the league each year.ARTICLEIV                       ADMINISTRATION OFTHE LEAGUE1.     Each respective participating community’s basketballassociation shall designate and maintain a coordinator to implement the NWSSHLactivities, which occur within their community. This representative shall beadminister discipline and participate in “incident investigation”. Additionally,coordinators will meet annually and as required to manage the league.2.     Management of the League shall include planning,organizing, implementing and reviewing all program components with appropriateannual and other reports provided to each respective association's board ofdirectors as required by those respective boards.ARTICLE VSTATEMENTOF NWSSHL PLAYER ELIGIBILITY1.     The NWSSEL is open to all, except those participatingin high school basketball programs (i.e. sophomore, junior varsity, varsity,9th Grade “A” or “B” teams) for four consecutive seasons following completionof the eighth grade.2.     A prospective player must reside in a participatingcommunity at the time of draft selection for each season.3.     A prospective player shall play for a team from theparticipating community where he/she attends high school at the time of draftselection, or where established school boundaries would place that prospectiveplayer if he/she were attending high school.4.     A player who has quit or has been otherwise removedfrom a participating community's high school basketball program (i.e.sophomore, varsity, junior varsity, 9th Grade “All or "B" team), mayjoin an NWSSHL team before the end of the calendar year in which the seasonstarted, subject to approval of a majority of NWSSHL coordinators.ARTICLE VI                       GENERALNWSSHL TEAM FORMATION1)     All persons who are registered with their respectiveparticipating community's basketball association will be selected for or placedon a NWSSHL team, subject to open positions.Each community will have a tryout to assign players to teams, if thereare more than two teams from that community. No all-star teams are allowed. Adraft will be held (reference the draft procedure listed below) or a suitablesubstitute approved before the actual draft. Each community draft may be viewby the other senior league commissioners. a)     NOTE: Brooklyn Park players attending Osseo Senior HighSchool only, will be allowed to choose either the Osseo/Maple Grove (OMGBA) orBrooklyn Park Basketball associations. This declaration shall be a one-timeopportunity and shall be declared at time of registration. Once a declarationhas been made, players may only participate in the selected basketballassociation for all years the player participates. Player rosters are setbefore the first game for cross-reference to verify player eligibility (and areshare among the specific community coordinators).2)     The NWSSHLshall be operated in multi-level divisions. Boys will be divided intoa 9[SUP]th[/SUP]/10[SUP]th[/SUP] grade division and 11[SUP]th[/SUP]/12[SUP]th[/SUP]grade division.Girls will be dividedinto a 9[SUP]th[/SUP]/10[SUP]th[/SUP] grade division and 11[SUP]th[/SUP]/12[SUP]th[/SUP]grade division, depending on registered numbers being supported by allcommunities.a)     Play up –Registered players can play up, 9[SUP]th[/SUP]/10[SUP]th[/SUP] grade playerplaying in the 11[SUP]th[/SUP]/12[SUP]th[/SUP] grade division, provided thechoice is communicated one week before the draft.If there is not enough players to play in the9[SUP]th[/SUP]/10[SUP]th[/SUP] grade divisions, then the team may play up inthe 11[SUP]th[/SUP]/12[SUP]th[/SUP] grade division (e.g. Suppose there arefiver players in 9[SUP]th[/SUP]/10[SUP]th[/SUP] and five players in the 11[SUP]th[/SUP]/12[SUP]th[/SUP]grade division, then the team comprised of the ten players must play in the 11[SUP]th[/SUP]/12[SUP]th[/SUP]grade division).b)     Play down –There will be no playing down by teams or players.3)     Each team will consist of an adult Head Coach and mayhave one adult assistant on the bench. Adult Coaches and assistants are definedas anyone 21 years of age and older as of January 1 of the year the games areplayed.4)     Community team formation will consist of a player tryout and draft (unless there would be fewer than 3 teams from the community).a)     The objective of each community is to “distribute” thetalent through out the teams that play in the Senior League (Communities shouldnot have one or two all-star teams and then other teams with only one or twowins).b)     Players that enter the league after the draft will beassigned to a team by random selection, not necessarily the next team in thedraft procedure.c)     There is no “trading” of players before, during, orafter the draft.d)     Teams will consist of same gender players.e)     The number of teams participating from each communityis determined by dividing the number of registered players applicable to thatcommunity so that each team has a minimum of eight players and a maximum of tenplayers. Each team will be limited to ten players maximum, unless there areunusual circumstances.</blockquote>
