I used to work in this industry(reo). Quit about a year and a half ago. I could go on for hours about bank owned properties. Stuff like this happens a lot. Part of my responsibilities were to go to each property in my service area every two weeks and take pictures of the status of the houses. I had 10-12 houses at any given time in the Bismarck mandan area and 2-3 out of town. My area was basically 5miles S of minot to sd border, Dickinson to Jamestown. You wouldn't believe how much traffic these houses get. I had a lot of eerie encounters. One house in Mandan every time I would go in someone would exit, got smart after the first couple times and would holler in the house and tell them to leave, and would start my pics in the back. I would bring a hammer in with me each time just in case. Many houses were used as party houses where I assume high schoolers would go and drink and smoke weed. I had specific instructions from the property management company to not report anything to the local authorities unless I was physically assaulted. I reported it anyway and cops would do routine drive bys but have no idea if they would ever stop. I got called in by neighbors so many times I had a detective asking my neighbors questions about me. After I contacted him and told him what I was doing and gave him my phone number he would call every so often and tell me who complained so I could stop by and let them know what I was doing there and to not call the police. I talked to one older lady every trip and she would still call me in each time. This should have never happened at this house. The dept. of Hud has certain standards by which reo houses are to be dealt with included the photos every two weeks and boarding of doors and windows if people continue to access the property, However in my experience they will almost never board them. The only way this was possible was if the house was involved in a bankruptcy. ND law saws that the owner has one year after the foreclosure is filed to make amends so the banks cannot touch the houses until then. During a bankruptcy the bank cannot touch the house until the bankruptcy is officially finalized and then the one year period starts. I've heard that some bankruptcies can take 3-4yrs to finalize. If I remember right a squatter has to openly stay there for 20yrs and then file a public claim of ownership to the rightful owners. And I have personal turned on water to properties with a plan old tire iron at least a dozen times, it's really not that hard.
