The measure would require the first three&nbsp; digits&nbsp; of&nbsp; the&nbsp; plates&nbsp; to&nbsp; be&nbsp; the&nbsp; last&nbsp; three&nbsp; digits&nbsp; of&nbsp; the&nbsp; zip&nbsp; code&nbsp; where&nbsp; the&nbsp; volunteer's&nbsp; department&nbsp; is&nbsp; located.&nbsp; The measure provides the plates would serve as an entrance pass to all North Dakota state parks.The&nbsp; Department&nbsp; of&nbsp; Transportation presented&nbsp; information&nbsp; on&nbsp; the&nbsp; estimated&nbsp; fiscal&nbsp; impact&nbsp; of&nbsp; this&nbsp; measure.&nbsp; A copy of the fiscal note submitted by DOTis attached as Appendix D. Statement of EstimatedFiscal Impact of the Measure The fiscal note prepared by DOTstates the fiscal impact of the statutory measure would be an estimated lossof&nbsp; $3,637,740&nbsp; of&nbsp; revenue&nbsp; during&nbsp; the&nbsp; 2019-21&nbsp; biennium&nbsp; and&nbsp; that&nbsp; costs&nbsp; for&nbsp; one-time&nbsp; programming&nbsp; and&nbsp; license&nbsp; platesof $117,740 would be incurred during the 2019-21 biennium.
