Whose money is paying for it?  I just shake my head at some of the local control people rejecting local control. the measure literally was replacing the money you have yearly and now opening up all the tools to the local districts  to raise capital for their own want list  with a tax base that is no longer getting taxed for property. Im actually really confused why small communities wouldn’t jump all over it. We get 100% of our funding.
