They are proposing changes to the already voted on initiated measure 5. He wants NO GROWING and NO SMOKING of medical marijuana at all. Only growers would be licensed by the state. People who live a long ways away from a dispensary would have it delivered by a care giver. I think it tittie sprinkling embarrassing they can take a measure OVERWHELMING (67%) voted on by the tax payers of ND and make such drastic changes. I do think this still needs to be voted on though and get a 2/3 majority.
