Volmer can certainly run his site his way, given his explaination of why the rep thingy was put in place seems like there are any number of variables that would impact his intended purpose (perhaps unsigned bad rep which he can likely see the source of would provide him an indication of a personal animousity sourcing the bad rep rather than some rules infraction of the site) 4. no assumption that everyone else is at fault giving bad rep.
