Sheila Jackson-Lee (D-TX) would create prerequisites to gun ownership that include a psychological evaluation and liability insurance, in addition to a full regimen of registration information.Jackson-Lee has introduced HR 127, otherwise known as the Sabika Sheikh Firearm Licensing and Registration Act. The legislation is named for Sabika Sheikh, a 17-year old Pakistani foreign exchange student who was among 10 students and staff killed in a high school shooting at in Texas in 2018.The legislation would require any gun owner to provide the “make, model, and serial number of the firearm, the identity of the owner of the firearm, the date the firearm was acquired by the owner, and where the firearm is or will be stored” to the Bureau of Alcohol, Tobacco, Firearms and Explosives.It would also require the gun owner to provide timely “notice specifying the identity of any person to whom, and any period of time during which, the firearm will be loaned to the person.”Never going to pass but with any new legislation it will gain traction eventually just like all land posted eventually it will get passed in one way or another.
