    Should be able to download the maps and run it off-line I'd think. GPS is GPS, you don't need a data plan for the GPS to work.

You could eliminate hoarding by not allowing folks to purchase more that 2 boxes/day total, not driving to every shop they can find and buying up what they can afford. Even better, FOID...
