    They have been working just fine for 10 years or so. It's the same exact plastic as the "approved for CA" one, I have an old approved one and it's identical with the ones I linked. I have one that has had gas with ethanol in it for a couple of years now and it's still just fine.

    Is this $207 hub/bearing service acceptable?

    I think you should jack up each wheel and give it a spin then shake it top to bottom and side to side to make sure the bearings are preloaded correctly.
