    One thing SD does differently is they issue 'any deer' tags instead of buck tags. (or any white tail) This gives guys a CHOICE if they want to harvest a deer but don't have to shoot a scrub buck to get meat. I'm not sure how this would affect the ND herd, but SD is similar to ND in landscape...
