The NDGF has spent over $900K of sportsmen money testing for chronic wasting disease. Over $600K of federal funds. More than $1.5 million in the last couple years. If big government wants this program with all their controls, they can pay for it. Trouble is they spent over $50 million and ran out in 2009. There was no grant money from 2009 until 2018 when they got the States Cooperative Agreement for $5.5 million per year. That could sunset.

The CWD Research and Management Act for $70 million passed the House in 2022 but never passed in the Senate. Rand Paul held it up because there is no mechanism to pay for it. They put it in the Omnibus Spending Bill December 23, 2022 before Christmas. You know the one, full of pork. It has been three years and no money.

They need dedicated funding and a CWD Stamp has been proposed. Draw a deer tag, buy a license and then you will have to purchase a stamp to help fund their programs. If big government cannot fund its rulemaking, then they will have to change the rule.

Sportsmen's money shouldn't be used for this. I need a little help here with submitted testimony. Give me two sentences why you support.

A BILL for an Act to amend and reenact section 20.1-02-17 of the North Dakota Century Code, relating to use of hunting license and permit application fees.
BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA: SECTION
1. AMENDMENT. Section 20.1-02-17 of the North Dakota Century Code is amended and reenacted as follows:
20.1-02-17. Conditional assent to federal aid projects - Proceeds from license fees and application to be used for administration of department.
1. North Dakota assents to the Act of Congress entitled "An Act to provide that the United States shall aid the states in wildlife restoration projects and for other purposes" [Pub. L. 75-415; 50 Stat. 917; 16 U.S.C. 669 et seq.], and the Act of Congress entitled "An Act to provide that the United States shall aid the states in fish restoration and management projects, and for other purposes"
[Pub. L. 81-681; 64 Stat. 430; 16 U.S.C. 777 et seq.] subject to the conditions of section 20.1-02-17.1.

The director may conduct and establish cooperative wildlife and fish restoration projects as defined in these Acts, in compliance with the Acts and with rules adopted by the federal agency administering these Acts. 2. Hunting and fishing license fees and application fees assessed under section 20.1-03-12.2 may only be used for departmental programs and administration unrelated to chronic wasting disease.
