I got this from Mike Rowe: When you get a dubious call "answer" and hit #(pound) three times in rapid succession then hang up. This seems to knock the Indian/etc scammers off the net. Mom's bullshit calls have been reduced 98% (more or less) over the last year and she's enjoying the silence. I don't know how long this will last or if it works digitally: Not currently a problem...
