Clearly Toby was most likely so intoxicated at the bar he was sitting across the street, he was contemplating hate in his heart. We have seen that hate first hand, right here and on other sites, Toby is the worst kind of alcoholic because he knows that he has a problem and for whatever reason he continues to make the same destructive behaviors. The incident with a gun moat likely was his first felony offense which to me is what saved him, had he been arrested for any sort of domestic incident things could have been worse. But he was drinking and he knew even before he went into the bar he had no business being there, alcohol to me is what should have made this situation for him worse but we think that we need to find an easier softer way when dealing with mental health issues. I absolutely have no empathy for this man because he made a decision rather then go home and sober up, take a loaded weapon into a public area and contemplate hurting people because that's what he felt he had a right to.I am happy we didn't have a situation like the one a few years back where a new rockford man walked into a bar and killed I believe 2 people. No I believe guns should hold the biggest consequences because of the price law abiding citizens may pay because someone for whatever reason has a mental illness that they decide to fix it by self medication in the form of alcohol.</blockquote>
