It’s the life blood of society and why so many towns, city’s, and developments are located next to a body of water. Yet anyone that thinks you can tame Mother Nature beyond a reasonable doubt hasn’t thought things through. Much of our protections from ma’ nature isn’t about ultimate protection, it’s a balance between the laws of averages and cost. Just remember, North Dakota has sea creature fossils in the west and the entire east of red river valley was at one time a giant lake. Yet we only have about 150 years of weather data, and only maybe 100-years of good data, and that’s the basis for our laws of averages………just a little food for thought.
