Here in ND we have mostly privately owned minerals with a sprinkling of federal tracks which is to the point of messing with all the coal mine plans here in ND as well, it will not stop any mining but planning and expense to mine around tracks adds to the cost of coal and the price we pay locally for power in the end to put it in my own simpleton terms.</p></blockquote><p></p>
