By that logic, all fishing guides would/should pay to use the ramp, AND allow public access to land they own.
I'm not sure if picking someone up off the dock from a boat ramp constitutes use of the ramp? Their pontoon only touches the dock, and the dock is in the water. Funny how in years past when PKC shuts down their ramp and it doesn't raise this's much fuss. I believe its been discussed here. And BTW, those that want PKC to close, what happens to the ramp then?
Again, I don't have a dog in this fight. But my hope wouldn't be to make PKC pay to use the public dock, but rather would have them keep theirs open. I mean, it's only fair. Let them close theirs if they want. But then they shouldn't be able to use public property for profit.
I know you say that "their pontoon only touches the dock", but if Joe Taxpayer wants to use his ramp, and has to wait while a business is using it, FOR PROFIT, (for 5 seconds or 5 minutes or 45 minutes) then how is it fair a day later, when the casino closes their ramp and says FU to Joe Taxpayer?
