    Pull a panel and see how well it lets loose. Pulling/drawtight/guardz and skimming is a good option, however can be a daunting and overwhelming task if the paneling pulls hard.     Whatever you choose to do at this point you will more than likely need to have any electrical devices extended out. Its possible to cut and finish around the outlets but may be alot of work.
