    Bingo. Sharpshooting deer or targeting areas for more licenses is bad. There are deer with bad genomes more susceptible to CWD and some deer that could be completely immune. How does Game and Fish know which is which before they pull the trigger?

    You are correct. However, it is a clarification making the distinction between public land and private. Game and Fish has jurisdiction over public land and has always banned baiting. That will not change.
