When I occasionally attend 70s/80s band events I am absolutely horrified at the walkers, canes, blue hair, etc.
I look around and realize how incredibly long ago that was. Depressing as heck.
Your community leaders are simply trying to bring some sorely needed culture to Bismarck.

Cash based. Put $ and filled out form in supplied envelope and drop it into to a lock box. PITA.
Collecting money and providing boxes/envelopes etc probably cost more than it brought in.
Really burned me when I forgot to bring correct change (only had 20s in my wallet or whatever)
