I used to do it. Fish govt or scoria bay areas. I usually set 3 dead sticks or tip ups with a small hook thru a big minnows back swimminga couple feet under a weight. Then vertical jig bright colored spoons n stuff. Never got alot, but always caught at least one.

Salinity is not nearly as much of an issue as oxygen, depth, PH, and forage base. Ive caught perch, carp, stone crab, and bluefish off the same dock, i think most fish can thrive in brackish water, spawning is another story.
