    Actually, yes...it would be a canal to get water into the Colorado River. The pumps to get water over the hills and into California can be found at Lake Havasu just above Parker Dam. Have you never noticed Snake Creek Pumping Plant right here in ND? If I remember correctly it's around 2,000 cfs.
