Boat Trailer Brake Question

I have a new to me Shorelandr trailer with UFP A60 hitch actuated brakes and found a few issues. I went through the bearings to repack and found both drums to have a lot of grease in them. The seals looked good, but obviously someone overdid it with the bearing buddies and pushed grease into the brakes. I cleaned them up as best I could, but I am not sure if I will need to replace the shoes or not? Anyone experience this? Second, I checked the reservoir and it is completely dry. So, my brakes aren't working at all. I got the manual online and the bleed procedure looks fairly simple. Any advice here? Thanks for the help!

You’ll need new brake pads/shoes. If you follow the bleed procedure you should be good.
