Devils Lake starting to rise

I just checked the USGS gauge for Devils lake and it's showing a steady rise over the last two weeks:

The chatter I have been hearing is that the lake could potentially rise a few feet this year. I know last year the Pelican access was not usable. Any ideas on what the minimum lake elevation needs to be for Pelican to be open? Maybe 1452 based off this chart?

a lot of the runoff gets there via groundwater does it not? so I suspect it's a slow process unlike rivers

Since much of the DL basin has a layer of gravel underlying it, underground flow isn't as slow as it would be if it were all dirt.
