Commerce wise in ND it probably makes sense.
The last time we worked down in fort Yates on a small job at the Fort Yates International Airport we needed a couple laborers to fill their quota. When requesting the laborers the Tero agent asked if we had our own laborers we could bring as they don’t have anyone down here that wants to work. Now that was over 10 yrs ago so I bet things have changed since then.
I went through 3 different ones on a smaller month long project. Same thing…. it was years ago. first two would show up for a day and not show up again. 3rd showed up for a week until his first check then ghosted us. I waited a couple days to see if he showed up and decided we were close enough to the end of the project it wasn’t worth trying to get a new one. Tero didnt like that much…… I had almost two full days worth of time into the tero office just to fill out paper work and get new guys every time one didnt show up. Wasted time is why the bids are what they are. The guys that want to work from down there end up in Bismarck or Mandan.

When working down there I would project the labor hours needed to complete the project using the men we are allowed to bring then I would add the labor hours for the number locals we were required to hire. i didn‘t care if they showed up or not, if they showed up and sat in the corner I didn’t care. One thing I never did was report to Tero when they didn’t show.

Yep same deal here. The last guy that came for a week actually provided some positive work. You bid for no production and it’s a plus when you get any. I didn’t report the last one and was fed up with everything. Never had any intention of reporting as we were near completion but Wilfred tracked us down on the job site…..

Buddy in the patch said when on a tero job they had to have a certain percentage of native labor on the job sites. Said most times they would pay the guys a daily wage, but ask them to stay home, as missing tools, and huge delays cost way more than paying the temp tero labor to just stay home

I've had temp labor companies in here when I've been absolutely desperate.

I have since "lost" their numbers.

I will not put up with those people....yes THOSE people!! No need to explain.
