No that’s like a corp-office/manufacturing plant thing. VA is where FNH’s “home office” was (maybe still is?) located. That rifle was built in the New Haven CN “Winchester” manufacturing facility. When FNH ended “Winchester” M70 production in CN, those FNH SPR rifles continued production in that facility. They’re a re-badged short action M70 CRF (except the .223’s, those were push or CRPF, don’t recall which. Is that like a Savage/Anschutz thing ?
Browning A/X Bolt rifles say Ogden UT on one side, that’s Browining’s importation, corporate, and Mktg. offices. The other side says Made in Japan and I believe Miroku.
Savage/Anschutz was I believe an “importation thing” and happened to a bunch of off-shore manufacturers when GCA 1968 was enacted. There were a bunch of marketing companies with the ability to import firearms that did so for overseas manufacturers. Interarms, Ithaca (SKB, and Tikka), Charles Daly were all primarily importers, not manufacturers.
