Need boat mechanic help

Johnson motors use a thermostat I believe all over 90 hp

Some boats have to get up to full operating temp before water comes out of the pee hole.

I did only let it run for a couple minutes. I thought I heard it won't take that long but maybe I didn't let it run long enough for the temp to get high enough. The engine was pretty warm to the touch. I'll Try to blow it out. There's a hose connected to the pee hole that isn't connected to anything. It has a small ball valve on the inside. I can't find anywhere that it appears to be disconnected from. There's a smaller hose that is connected to the motor that is also connected to the pee hole.
