I call bs as long as the raccoon has it shots up to date and licensed as a pet neutered . Also if the pet has been purchased by a dealer There is nothing game and fish can do.

You can call bs all you want buy you're wrong. This is right from the North Dakota Department of Agriculture website under the State Board of Animal Health section.
[h=2]Prohibited animals[/h]
  • Ownership of raccoons and skunks is prohibited. A person may not keep a skunk or raccoon in captivity. This does not apply to a zoo licensed by the Animal Care program of the Animal and Plant Health Inspection Service or the United States Department of Agriculture. Any animal kept in violation must be confiscated and disposed of.

Whatever, I highly doubt there's any raccoons still living that were born prior in 1997 and neutered and I don't know where you came up with the South Dakota thing but I can tell you with certainty if you don't have proof of it being in your possession prior to 1997 it's going to be confiscated and euthanized.
