You have to understand what is set by statute and what game and fish can control. Youth deer licenses are mandated by century code. Game and Fish doesn't have the ability to not issue those licenses.Right , and if you say anything you’re cruel …..

Dates - yes, age limits - no, they are set in statute. The original youth doe season was for 12 and 13 year olds to experience hunting prior to getting a buck tag at 14.
