I hope nobody applies for the second lottery and then they have to figure out what to do with the leftover tags.
I would not waste a once in a life time tag on a Cow Elk. That's just me.

I’m fine with it. I can’t draw 1 of the 1062 tags with 26900 applicants so one day soon I may decide to just put in for a cow and hope that makes me lucky enough. If they open it to everyone for these 90 tags there would probably be 100,000 applicants. More than likely I’ll never draw if I don’t put in cow a year or two and I’ll just have to keep hunting non-res in other states

If there are left over tags wouldn’t the draw odds for a cow in those units be 100% if you apply in the first draw? That is retarded that a left over draw counts as an oil tag.

This is the first year in my memory that there has ever been leftover elk tags in ND. In most years applying cow increases your odds for sure. I don’t care one way or the other because I will keep hunting other states, and if lightning strikes me and I hit the powerball and draw a home state bull so be it. If none of the 3 happen I won’t be surprised and will probably put in for a cow in a few more years so I can hunt one in ND before I get to old to do it and enjoy it.
