This looks like a Japanese tourist, or a recent immigrant to Canada.

There are a fair number of tourist locations in Japan where the local deer come up to you looking for food. You can absolutely scratch their ears and feed them commercially available deer food from the local vending machines. I am guessing he's putting the elk in the same category of tameness.
