I am trying to find good areas around the tailrace to fish from shore. Is it necessary to need waders? Every year all fall I see the same guy fishing the end of the east rocks and hes wading in. I assume hes catching for the amount of time he spends there in the same exact spot. Would I be better off investing in some warm waders or just continue fishing off the rocks? I'm just trying to put myself in the best position for catching fish.

Fish can definitely be caught without waders. Where to fish depends a bit on water levels, current flow, and which gates are open. In the fall once it gets dark the fish will move up pretty shallow and feed. Use light sparingly and be quiet for best results. If you decide to wade, be damn careful. The water is cold and the current can be very strong.

The waders is just a prefference and how he likes to fish, definetly not necessary. pretty much anywhere from shore down there can be good...I'm lazy so I look for the easiest access spots where I can fish closest to my pickup, and I catch plenty

I have fished the rocks just north of him and seen him do well. Some big fish too. I thought maybe he stumbled across a honey hole.

If it's the spot I'm thinking of, there's a shallow ledge of sorts over there. He's wading in to maximize the amount of time his lure is in the strike zone on that ledge. Standing on shore decreases, even if just a little bit, the amount of time your lure is in the strike zone.

There is a shallow ledge for awhile, then the drop. I would guess he has his toes on the drop and cranking parallel to the drop off.
